National R&D misconduct found in 209 cases; recovery decisions total 1.35 percent of funding

Misconduct such as improper use of research funds and paper manipulation was found in national research and development projects, but decisions to recover funds amounted to 1.35 percent of total funding, data showed. From 2021 to August this year, 209 projects were sanctioned, with total funding of 240.4 billion won. Recovery was set at 3.25 billion won, and 85 cases had zero recovery. Additional penalties totalled 2.27 billion won, or 0.94 percent.

Ministry of Science sets up planning division to steer seven SEED projects

South Korea\'s Ministry of Science and ICT has set up a dedicated unit to oversee policies to foster future growth engines and link the seven SEED projects under an integrated cross-government 추진 framework. The Future Pioneering Planning Division was created under the Science and Technology Policy Bureau of the ministry\'s Office of Science and Technology Innovation and began official work on Oct. 8. The temporary unit will operate for six months through April 7 next year.

South Korea weighs public-private SPC for frontier AI model development

South Korea is reviewing the use of a special purpose company jointly funded by the public and private sectors to develop frontier-level AI models, government and industry officials said. Proposals being discussed include the government investing about 5 trillion won for a roughly 30 percent stake, with the private sector providing the remaining 70 percent. The move reflects a policy shift to diversify national R&D support from grants toward equity investment.
