Russia partly legalises crypto investment and trading, bars domestic payments
Russia will partly legalise cryptocurrency investment and trading from Sept. 1 local time under a new law, while keeping a ban on crypto payments inside the country. Residents will be able to buy digital assets through intermediaries licensed by the central bank, and exchanges must obtain new approval and meet capital requirements. Limits will apply to non-professional investors. The law also allows crypto use for international settlements by Russian firms.

Moscow Exchange (MOEX), Russia\'s largest bourse, will launch perpetual futures linked to bitcoin and ether in September. The move comes ahead of Russia\'s introduction next month of new laws on digital assets and as the country speeds up the institutionalisation of crypto derivatives. MOEX plans to expand coin-based products to as many as 10. New rules taking effect on Sept. 1 broaden investor access, while limiting retail investment to 300,000 roubles a year per broker.

Russia\'s central bank has added Bitcoin, Ethereum and the dollar-pegged stablecoin USDT to the list of cryptocurrencies that retail investors can trade through regulated channels. The move comes ahead of the Sept. 1 implementation of the new law on digital currency and digital rights. Retail investors will be limited to purchases via approved intermediaries, with an annual cap of 300,000 roubles. Eligibility criteria include market capitalisation, daily volume and trading history.
