New broadcast media commission launched but OTT regulation still split across three ministries

South Korea\'s new Broadcast and Media Communications Commission held its first full meeting and began formal operations, but regulation of over-the-top video services remains split across three ministries. Under current law, OTT is classified as a value-added telecommunications service, with the science ministry handling platform and telecom areas and the culture ministry overseeing ratings and video promotion. Officials say they are seeking to resolve jurisdictional issues through an audiovisual media services law, as OTT use rises and fairness concerns persist.
