Callers with phone service suspended for non-payment to get access to 109 suicide prevention line

South Korea will allow users whose outgoing mobile calls are suspended for unpaid telecom bills to access the 109 suicide prevention counselling line. The Ministry of Science and ICT, the Ministry of Health and Welfare and the Anti-Corruption and Civil Rights Commission will designate 109 as an emergency telecommunications number. Telecom operators will be required to connect such callers regardless of service status. Phone makers will also add 109 to emergency call lists, enabling lock-screen access.
