China considers tighter export controls on homegrown AI and semiconductor technology
China is weighing measures to manage homegrown AI models and semiconductors as strategic national assets, including possible export controls, a report said. Draft rules have not been disclosed. The move comes as the United States has tightened curbs on chip and chipmaking technology exports to China since October 2022. Research groups said China is shifting from acquiring foreign technology to managing exports of its own capabilities, while enforcement could be complicated by grey-market channels.

ByteDance and Alibaba are shutting down agent features in key consumer AI products as China moves to regulate services that simulate human-like personalities and emotional interaction. Doubao users were notified the agent function will end on July 15, with related data managed under the company’s privacy policy after Oct. 15 and not recoverable. Alibaba’s Qwen will end human-like and user-generated agents on July 10 and further agent services on July 15.

The debate centres on how closely Taiwan will align with U.S. export-control standards. Taiwan’s economy ministry said it will strengthen oversight of strategic high-tech products and is consulting the United States on adding advanced chips to controls.
