Facial recognition to apply to new mobile sign-ups and number porting to block illegal phones
From next month, South Korea will apply strengthened identity verification, including facial recognition, when consumers open a new mobile phone line or switch carriers through mobile operators and MVNOs. The Ministry of Science and ICT announced a comprehensive plan to prevent fraudulent phone use, including measures targeting identity theft, misuse of corporate names and tougher sanctions on carriers and retailers caught enabling illegal activations. It will also expand subscription-blocking services and tighten controls on foreign and corporate phone lines.

MSIT to raise spectrum fee discount for small budget mobile operators to 90 percent from 50 percent
South Korea\'s Ministry of Science and ICT will raise the spectrum usage fee discount applied to small budget mobile operators to 90 percent from the current 50 percent and extend the discount period by three years, it said on Thursday. The measure is part of a package on stabilising living costs and easing burdens on households. The higher discount will take effect from the first quarter of next year after a decree revision.

5G-LTE integrated plans launch, attention on easing mobile bills
South Korea’s mobile carriers are rolling out integrated plans that remove the distinction between 5G and LTE, charging by data volume and speed and applying data-safety options by default. LG Uplus launched the first plans on June 1 and SK Telecom plans to follow on July 2, while KT is preparing its own launch. The changes expand default QoS to low-priced plans, with the ministry estimating annual savings of 322.1 billion won.
