South Korea's Personal Information Protection Commission will put a draft partial amendment to the enforcement decree of the Personal Information Protection Act up for public comment from June 2 to July 13. The move follows revisions to the law taking effect on Sept. 11. The draft details which personal information processors must obtain board approval and report to the commission when appointing, changing or dismissing a chief privacy officer, and sets reporting procedures and timelines. It also specifies ISMS-P certification obligations, breach-risk notice requirements and fine standards.

The European Central Bank warned that the spread of stablecoins could undermine financial stability and reinforce a U.S. dollar-centred international monetary order. It reiterated that central bank-issued or -backed digital currency infrastructure should take priority over private stablecoins. ECB board member Isabel Schnabel said stablecoins could weaken bank intermediation, trigger bank runs and impair monetary policy transmission, while raising concerns over monetary sovereignty. The ECB is pursuing a digital euro and a wholesale tokenised central bank currency.
