U.S. SEC to revise crypto fundraising rules, proposes registration exemptions and safe harbor
The U.S. Securities and Exchange Commission has proposed a new set of rules for crypto-related fundraising called Regulation Cryptoasset. The proposal would create exemptions from registration under the Securities Act of 1933 for certain investment contracts and includes a safe-harbor provision to prevent some crypto assets from being classified as securities. It sets two fundraising exemptions, adds disclosure and reporting requirements, and would make federal rules take precedence over state laws for issuance and some secondary trades.

FSC finalises assessment plan for Jeonbuk financial hub designation, review due this year
South Korea's Financial Services Commission has finalised an assessment plan to decide whether Jeonbuk Special Self-Governing Province should be designated a financial hub. The commission said it reviewed and confirmed the plan at the 53rd meeting of the Financial Hub Promotion Committee on Aug. 19. Jeonbuk submitted a financial hub development plan to the commission on Jan. 29. A research institution and a 12-member panel will conduct written reviews and site inspections in the third and fourth quarters.

SK hynix to buy back and cancel 40 trillion won of treasury shares
SK hynix will return cash built up from record earnings to shareholders. The company said on Aug. 19 its board approved a plan to buy back 40 trillion won of its own shares and cancel all of them, and it also disclosed a shareholder return plan. The purchase period will run from Aug. 20 for about three months, with all acquired shares to be cancelled after completion.
