Capital market rules tighten as MyData programme expands
South Korean financial authorities are accelerating efforts to tighten capital market discipline, pledging tougher action against illegal practices aimed at avoiding delisting and pushing for timely exits of so-called zombie firms. Korea Exchange will introduce rules from July to delist penny stocks and raise standards for dealing with weak companies. Regulators also plan to curb duplicate listings and tighten reviews. Some decisions, including Hong Kong ELS fines and Samsung Securities approvals, remain delayed.

Korea commission approves 75 operators to generate and process CI, including Naver
South Korea\'s Broadcasting Media Communications Commission said on April 20 it approved 75 operators as suitable to generate and process Connecting Information (CI) after reviewing whether their procedures and safeguards met requirements. Approved operators include identity verification agencies such as NICE Information Service and Naver, as well as mobile electronic notification and financial MyData businesses. The review examined procedure adequacy, security plans and user rights protection. The commission said it will continue to supervise approved operators.

MyData expansion to all sectors set to boost opportunities for fintech
The government is expanding the MyData framework to all sectors, raising expectations of new business opportunities, especially for fintech. The Personal Information Protection Commission revised an enforcement decree in February to extend the right to request personal data transfers beyond healthcare and telecommunications to areas such as transport, culture, leisure and retail. The changes are to be rolled out from August after a grace period. Officials and industry discussed combining financial and non-financial data, while participants noted limits and infrastructure needs.
