Russia moves to include crypto holdings in bank certificates as it tightens oversight
Russia is moving to require banks to include customers\' cryptocurrency holdings in official balance certificates, under proposals by the central bank. The planned change would add crypto and legally defined “digital financial assets” to documents used to submit balances to other institutions and to support income and asset declarations by civil servants and public-sector workers. The steps follow a law effective Sept. 1 that legalised trading and exchange while banning domestic use for payments.

Russia crypto users near 20 million, holdings above $44 billion
Russia has nearly 20 million cryptocurrency users and their digital asset holdings exceed $44 billion, an estimate showed. The finance ministry expects the market to expand after the start of incorporation into the formal system and forecasts 10 million new users could be added in 2027 alone. Officials outlined new rules legalising crypto transactions, licensing exchanges and requiring use of approved service providers and depositories, while warning limits remain on monitoring users and assets.

Russia to roll out digital rouble payments from Sept 1; crypto payment ban remains
Russia will begin introducing digital rouble payments from Sept. 1 local time, but will keep prohibitions on using cryptocurrencies as a direct payment method. Major telecoms, online marketplaces and key banks are set to support the state-controlled digital currency, which becomes a third form of national money alongside cash and non-cash roubles. Laws set phased obligations for firms and banks to adopt the system, though surveys show limited consumer willingness to use it.
