Bamishimwi revamps dispute mediation panel to nine members to address amended Information Network Act
South Korea’s Broadcasting Media and Communications Review Committee said it will expand its defamation dispute mediation body into a nine-member panel that will also mediate disputes linked to major platforms’ measures on illegal and manipulated information. The move follows an amended Information Network Act that took effect on Tuesday. The amendment allows platforms to take steps such as deletion or access limits after reports, and lets reporters and posters seek mediation. Rules on requesting user information for privacy or defamation claims were also eased.

Bamisin to overhaul rules to respond to online hate speech
The Broadcasting Media and Communications Review Committee (Bamisin) will begin overhauling systems to respond to online hate speech. At a forum in Seoul, Chairman Ko Kwang-heon said content mocking historical events and social pain is repeatedly spreading, raising concern, and that views discussed would be reflected in policy and institutional improvements. Experts urged limiting legal regulation to extreme hate speech with clear harm, with weaker cases addressed through education.

Korea media communications review committee appoints 5 members to defamation dispute mediation panel
The Korea Broadcasting, Media and Communications Review Committee said on April 28 it appointed five experts, including Kim Jun-hyeon, to its defamation dispute mediation panel. The panel is an alternative dispute resolution body that mediates conflicts over online information that infringes others’ rights, such as privacy violations or defamation. Users can apply for mediation through the committee’s internet damage relief website and may request user information when identification is difficult.
