MSIT approves follow-up measures after PBS abolition, to unify research institutes payroll funding in 2027
South Korea\'s Ministry of Science and ICT said it approved follow-up measures for abolishing the Project-Based System at state-funded research institutes. The ministry said the move shifts payroll funding away from project awards to full support through institutional subsidies. It will unify the current payroll budgeting structure into operating expenses from 2027 and limit new commissioned government projects in principle, with exceptions. It also plans mission-based research portfolios and legal revisions.
