Govt-funded research institutes to reorganise around core missions after PBS abolition
South Korea\'s government-funded science and technology research institutes will overhaul their R&D business structures around institution-specific core missions after the abolition of the project-based system (PBS). Incentives such as research allowances will shift from contract scale to differentiated rewards based on performance. The Ministry of Science and ICT said NST approved detailed post-PBS implementation measures, including stronger inter-institute cooperation, evaluation links to budgets and incentives, improved research administration support, and a formal umbrella TLO to back large technology transfers and deep-tech startups.

South Korea plans to invest more than 200 trillion won in research and development over five years through 2030, focusing on three mega projects including AI, semiconductors and physical AI. The Science and ICT Ministry said the investment strategy will guide national R&D direction, milestones and portfolios. The plan also prioritises seven future growth engines such as advanced bio, quantum and space, and expands support for basic research, state-funded institutes and talent.

Korea shifts science and AI policy from strategy to results, focusing on pilots and commercialisation
South Korea\'s science and AI policy is moving from strategy-setting to producing results, with more emphasis on pilot projects and commercialisation, the Ministry of Science and ICT and other agencies said. Since the first ministerial meeting on science and technology on Nov. 24 last year, the government has held 12 meetings through Aug. 24. Early discussions centred on AI strategy and infrastructure such as GPUs, later shifting to R&D commercialisation, data policy, physical AI, agentic AI and autonomous-driving AI roadmaps.
