Korean outsourced content production costs fall below 1 trillion won as Netflix influence grows
Korea\'s Broadcasting Media Communication Commission and the Korea Information Society Development Institute released a 2025 assessment of competition in the broadcasting market. Total broadcaster revenue declined for a second straight year. Pay-TV subscribers were little changed and revenue growth remained muted, while IPTV affiliates increased their share. Broadcaster outsourcing spending fell 2.2 percent to 987.8 billion won, dropping below 1 trillion won, as in-house production increased and orders to independent producers fell.

How to improve price-focused spectrum auctions? Scoring system floated as alternative
A proposal has been raised for South Korea to move its telecom spectrum allocation system beyond price-only auctions by incorporating assessments of network quality and coverage. The aim is to overcome an auction structure that can raise spectrum acquisition costs and to encourage voluntary network investment by carriers. The Korea Information Society Development Institute proposed a scoring auction that evaluates both bids and buildout plans, while noting challenges such as designing objective, predictable scoring rules.

Self-regulation on false, manipulated information gains pace ahead of revised information and communications network act
Discussions on self-regulation to address false and manipulated information are gaining pace in South Korea ahead of the revised Information and Communications Network Act. The Korea Internet Self-Governance Organization on Tuesday released a draft guideline at a seminar in Seoul. The revised law creates a new definition of false and manipulated information, expands illegal content to include hate speech, strengthens damages rules and adds duties for large platforms, with penalties of up to 1 billion won for repeat distribution of content confirmed illegal.
