Pay-TV crisis could shake K-content investment and distribution, calls grow for regulatory overhaul

Experts warned that a weakening pay-TV industry could undermine investment in and distribution of K-content, calling for a redefinition of pay-TV’s role as core media infrastructure. At a Seoul seminar, scholars urged shifting regulation from operator-based rules to service-based oversight, expanding autonomy over pricing, products and channel lineups, and strengthening post-hoc enforcement for user protection and fair competition. South Korea IPTV broadcasters to use 18 million set-top boxes to measure TV viewing

The Korea IPTV Broadcasting Association plans to expand use of the TV Index, which analyses viewing data from about 18 million home set-top boxes of KT, SK Broadband and LG Uplus. The group said existing ratings surveys estimate viewing based on about 4,000 households, leaving many channels recorded at 0 percent. It said TV Index can show absolute figures such as reach and viewing time, and may later be expanded to link set-top boxes and mobile devices for broader ad performance analysis.

Film holdback talks near conclusion as sides clash over period

South Korea\'s government and the film industry are expected to wrap up discussions on movie holdbacks this month and sign a voluntary agreement. The joint public-private body has been discussing distribution reforms and coexistence measures among cinemas, OTT and other platforms. Separately, lawmakers are considering legislation to mandate a six-month holdback after theatrical runs. Consumer groups oppose a uniform period and say their views are not represented in the talks.
