Why Binance, Telegram and others went to Kazakhstan as tech figures skirt regulation
Astana is drawing attention as a new base for global tech, with Binance, Telegram and Balaji Srinivasan expanding in Kazakhstan, Business Insider reported. Srinivasan opened a resident startup community and relaunched his Network School at the Astana Hub. Binance founder Changpeng Zhao visited and the firm signed three agreements with the government. Telegram opened its first local office and an AI institute. Kazakhstan has introduced new visas and pursued immigration reforms, amid mention of some figures’ regulatory troubles elsewhere.

Jeonbuk financial hub bid enters evaluation phase as financial groups build bases
Discussions on designating Jeonbuk as South Korea’s third financial hub have entered a full evaluation stage. The Financial Services Commission has finalised an evaluation plan and will conduct document reviews and on-site inspections in the third and fourth quarters before deciding within the year whether to grant the designation. As the National Pension Service anchors Jeonbuk Innovation City, four major financial holding groups have also moved to build asset management and capital market bases there.

Kazakhstan to exempt personal crypto trading gains from income tax for 3 years
Kazakhstan will exempt individual investors from personal income tax on profits from trading digital assets for three years under a presidential decree signed by President Kassym-Jomart Tokayev. The measure, prepared jointly by the AI and Digital Development Ministry, the National Bank and the Astana International Financial Centre, excludes assets linked to fraud, money laundering or unlicensed crypto services. Authorities also outlined steps to manage mining-related power demand and prepare follow-on taxation rules.
