In the United States, a bill that would require cryptocurrency holdings to be reflected in mortgage screening is again in the spotlight.

According to blockchain outlet U.Today on July 19, U.S. Representative Nancy Mace (낸시 메이스) reaffirmed her intention to push the bill, saying crypto assets should not become an obstacle to buying a home.

The bill Mace has put back in the spotlight is the American Homeowner Crypto Modernization Act. It includes provisions to have federal housing-related agencies revise mortgage screening standards, programs and guidelines. In a post on X, formerly Twitter, Mace said, "You should not be disqualified from eligibility to own a home just because you own cryptocurrency."

She argued the current system fails to properly reflect people who have built assets through cryptocurrency. Mace said, "Americans who have built real wealth through cryptocurrency cannot use those assets to qualify for a mortgage. The system is stuck in the past."

The bill does not call for cryptocurrency to be automatically included in mortgage screening. It would not allow applicants to submit arbitrary wallet balances, and would limit consideration to holdings that can be verified. It would require applicants to submit related materials such as proof of ownership, transaction records and exchange documents.

In traditional mortgage screening, assets such as deposit accounts, investment accounts, stocks and bonds are broadly considered, while cryptocurrency is generally treated as a "separate asset." Mace sees this structure as creating an unfair barrier for crypto investors. She said, "If you work hard to build assets and want to buy a home, the government should not stand in your way because it does not recognize those assets."

The legislative process is still at an early stage. Mace reintroduced the bill last year, and it has been referred to the House Financial Services Committee and the House Veterans' Affairs Committee. Agencies listed as covered include the U.S. Department of Housing and Urban Development (HUD), the U.S. Department of Agriculture (USDA), the Department of Veterans Affairs (VA) and the Federal Housing Finance Agency (FHFA).

Even so, many steps remain before any actual rule change. The bill must pass committee review, then pass both the House and Senate, and then receive presidential approval.

Accordingly, the core of the debate is not whether cryptocurrency should be automatically recognized in the same way as existing financial assets, but how far it can be incorporated into regulated screening as a verifiable asset. With the bill pending, the next point to watch is whether the U.S. Congress will reflect cryptocurrency in federal housing finance rules, and in what way.
