Mandatory disclosure of AI training data from government-backed projects raises questions over detailed criteria
South Korea is moving to require AI training data built or produced during government-backed projects to be provided through the national AI Hub platform. As detailed rules are drafted ahead of an April start, debate is growing over whether data obtained or further processed at companies’ own expense should also be subject to disclosure in joint public-private projects. Another issue is how authorities will assess requests to exclude data on grounds such as trade secrets, privacy or copyrights.

Deputy Prime Minister and Science Minister Bae Kyung-hoon said he is the final person responsible for national AI projects. Lawmakers questioned decision-making for frontier AI, fairness in evaluations, GPU spending and low utilisation rates, and raised concerns about limited safety funding.

South Korea will continue supporting two final teams developing a domestic AI foundation model through 2027, as originally planned, while launching a separate frontier AI development programme. The Science and ICT ministry plans to select two teams in February after evaluating the current round ending in late January. The frontier AI project would use a government stake to draw large private investment, with a tender possible in December after the 2027 budget is approved.
