MVNOs seek counterpunch with expanded data QoS option and lower wholesale rates
South Korea’s budget mobile virtual network operator (MVNO) industry, squeezed by the three carriers’ integrated plans and broader data quality-of-service options, is preparing a response after the government moved to cut wholesale rates and extend a 400 Kbps data QoS option to some MVNO plans. The policy package also lowers 5G revenue-sharing wholesale rate ratios by up to 3 percentage points and expands spectrum fee relief for smaller MVNOs from 50 percent to 90 percent.

South Korea\'s MVNO industry welcomed government measures to bolster MVNO competitiveness and said it would prepare more reasonably priced plans and push service innovation. The Korea MVNO Association said it welcomed the Ministry of Science and ICT\'s joint plan, calling it a chance to strengthen price competitiveness and secure new growth drivers. It highlighted cuts to wholesale rates for revenue-sharing plans and free data safety options, and voiced expectations for policies on unlocked mid-priced devices and improved eSIM use.

South Korea to cut wholesale mobile rates, spectrum fees to boost budget carriers
South Korea will expand wholesale mobile plans offered by telecom operators and cut wholesale charges to strengthen the price competitiveness of budget mobile carriers, the Ministry of Science and ICT said. It will also raise spectrum fee reductions for smaller operators to 90 percent and widen the provision of data options. The government plans to support access to mid- and low-priced handsets, promote eSIM activation and review competition conditions later this year.
