Amended Information and Communications Network Act takes effect targeting fake information; platforms make initial call, courts have final say
South Korea will implement an amended Information and Communications Network Act on July 7, allowing up to five times punitive damages and fines of up to 1 billion won for distributing false or manipulated information. The law applies to those who post and circulate content, including comments, and platforms can delete or limit exposure after reviewing reports under their policies. Private messaging is excluded, but open chat services may be covered. Platforms make initial determinations, while courts make final rulings on falsity and liability.

KISO finalises standards to block false, manipulated information; excludes messengers and email
The Korea Internet Self-Governance Organization (KISO) on Thursday announced final self-regulatory guidelines to block false and manipulated information on large platforms ahead of revised network law taking effect on July 7. The rules exclude private communication services such as messengers, email and direct messages. The guidelines allow action against both producers and distributors, set exemptions to protect freedom of expression and create a special review committee. Members must disclose results every six months.

With the June 3 nationwide local elections nearing, major platforms including Naver, Daum and TikTok are strengthening systems to provide election information and respond to false information and comment abuse.
