KISO says false or manipulated content alone cannot justify takedowns under revised network law

The Korea Internet Self-Regulation Organization (KISO) said online posts are not automatically classified as disinformation and removed even if they contain false claims or AI-generated images. It said reviewers must also assess intent to cause harm or seek unfair gain, and whether rights or the public interest were infringed. KISO reviewed 27 reports and completed deliberations on 23 cases, concluding none met its guideline definition of disinformation.
