South Korea\'s Ministry of Science and ICT met budget mobile operators to discuss institutional improvements to revitalise the market, including expanding radio frequency fee reductions and supporting full MVNO entry. The ministry held an on-site meeting in Seoul to review follow-up plans to its budget mobile activation measures and hear industry difficulties. It plans to amend enforcement decrees and notices, link policy finance to expanded facilities investment, and raise customer service staffing standards while strengthening protections for subscribers if operators suspend or close operations.

South Korea will impose administrative fines of up to 3 percent of related revenue on companies that repeatedly cause cyber incidents through intent or gross negligence. The revised Act on Promotion of Information and Communications Network Utilization and Information Protection and its enforcement decree take effect on Oct. 1, the science ministry said. The changes raise the status of chief information security officers to executive level for some firms and require security committees.
