Bitcoin rose to its highest level since June, as the cryptocurrency market strengthened.

On Aug. 20 local time, blockchain outlet CoinPost reported that U.S. President Donald Trump said "the headwinds that hit the crypto industry are over," again underscoring a pro-crypto stance.

The market rebound is seen as aligning Trump's remarks with expectations of a shifting regulatory environment. Bitcoin rose 7.28 percent over the past 24 hours to its highest level since June. Hyperliquid (HYPE) surged 21.85 percent on a positive tone from the U.S. Commodity Futures Trading Commission (CFTC). The market appears to be reacting more sensitively to policy and regulatory signals than to a simple price bounce.

Trump also urged action on the "CLARITY Act" (CLARITY Act) to overhaul the regulatory framework for the cryptocurrency market. The bill is a market structure measure that clearly divides regulatory authority over cryptocurrencies. Trump said it was a system needed to stay ahead of competitor countries, but debate has been delayed by differences in the Senate, leaving the prospects for legislation unclear.

Trump also said, "We are reviewing large-scale bitcoin purchases." With the U.S. government having previously set up a strategic bitcoin reserve and a digital asset stockpiling framework, market attention is focused on the possibility that additional buying could expand the government's crypto policy beyond deregulation into a phase of direct asset accumulation.

The cryptocurrency market's rise appears to be less about any single project and more the result of expectations for a shift in U.S. policy spreading across the broader market. Bitcoin, in particular, tends to react first when expectations of deregulation grow, alongside expectations of inflows of institutional funds. This time, too, Trump's pro-crypto message was reflected first in bitcoin, the flagship asset, before spreading to more volatile altcoins.

A key focus is whether Trump's remarks lead to actual steps by regulators. He stressed that the headwinds facing the industry were over, but for the market to take this as a lasting trend, institutional changes or a shift in enforcement direction would need to follow. HYPE's sharp swing on CFTC-related news also shows how sensitive the market is to regulatory signals.

In the short term, a key variable is whether bitcoin's rally continues and how news involving U.S. regulators affects altcoin volatility. This rebound has again shown how quickly the market can move when Trump's pro-crypto message combines with expectations around regulation.
