South Korea plans to launch a free, general-purpose AI chatbot service called \'AI for Everyone\' in December using domestic AI models. The government aims to upgrade it into AI agents next year, targeting a \"one AI agent per person\" era. It will support construction of gigawatt-class AI data centres backed by 550 trillion won in private investment and pursue projects in physical AI, AI semiconductors, security and regional AI transformation hubs, and space and quantum programmes.

The government plans to simplify related paperwork and expand autonomy in the execution of research funding to reduce administrative burdens on national R&D researchers. It is also pursuing institutional improvements to manage funding for international joint research and secure intellectual property rights. Park In-kyu chaired a meeting in Seoul to share progress in R&D system reforms and discuss next tasks, including creating a transparent and flexible funding management framework.
