South Korea, China resume ICT strategic dialogue after 8 years, discuss digital, spectrum cooperation
South Korea and China resumed government-to-government strategic dialogue in the ICT sector for the first time in eight years and discussed ways to expand cooperation in digital technology and radio spectrum. South Korea\'s Ministry of Science and ICT held the fifth South Korea-China ICT cooperation strategic dialogue with China\'s Ministry of Industry and Information Technology in Beijing on Aug. 24. The talks followed a digital technology cooperation memorandum of understanding agreed after a January summit.

Amazon plans to deploy 5,105 satellites, takes aim at SpaceX\'s home turf
Amazon is moving to build a new satellite network that provides services directly to mobile phones. Foreign media reports said Amazon applied to the U.S. Federal Communications Commission for permission to operate 5,105 satellites and plans to begin launches from 2028. The filing follows Amazon\'s acquisition of Globalstar\'s satellite business unit and outlines plans to use Globalstar spectrum and integrate services with Amazon\'s low-Earth-orbit broadband constellation, Leo. The move sets up broader competition with SpaceX.

ETRI machine-learning-based frequency forecasting method set as international standard
A machine-learning-based methodology developed by South Korean researchers to assess and predict frequency availability has been adopted as a new reference approach in international radio spectrum management. The Electronics and Telecommunications Research Institute said an ITU-R Study Group 1 meeting in Geneva approved a new report on spectrum availability assessment and forecasting. The methodology draws on ETRI research using mobile network data and will be issued as an official ITU-R report after final editing.
