NIPA overhauls public SW procurement training to boost AI practical skills
The National IT Industry Promotion Agency has overhauled its training programme for officials in charge of ordering public software projects to strengthen their ability to plan and manage AI-related work. The revamped course, run with the Ministry of Science and ICT, began operating on July 27. The programme is reorganised into basic, advanced and professional levels and is offered free of charge online and through on-site visits.

Software Promotion Act amendment passes National Assembly plenary session, strengthening compensation calculation for scope changes
A partial amendment to the Software Promotion Act that includes strengthening the framework for scope changes and ensuring appropriate compensation in public software projects passed a National Assembly plenary session on July 23. The bill, proposed by lawmaker Lee Hae-min and 12 others, aims to bolster the effectiveness of project scope review committees and establish a basis for implementing follow-up measures based on review outcomes. The Korea IT Service Industry Association welcomed the passage and said it will also present industry views during the drafting of subordinate regulations.

Finance and Economy Ministry pushes improvements to public software scope-change contract rules
South Korea\'s Finance and Economy Ministry held its second procurement policy committee meeting of the year on Tuesday and approved measures including rationalising public construction bidding, improving systems identified through national contract dispute cases and conducting corrective inspections of self-ordering agencies. The package also targets recurring disputes over whether contract prices can be adjusted when public software specifications or work scopes change, by clarifying design-change grounds and strengthening procedural obligations for ordering agencies.
