A partial amendment to the Software Promotion Act, which includes strengthening the framework for scope changes and ensuring appropriate compensation in public software projects, passed a National Assembly plenary session on Wednesday.

The amendment is a bill (No. 2214631) proposed by lawmaker Lee Hae-min (이해민) and 12 others. It includes measures to strengthen the effectiveness of project scope review committees for scope changes that arise during the execution of public software projects and to establish a basis for implementing follow-up measures based on the review results.

The Korea IT Service Industry Association officially announced its position welcoming the bill's passage.

The association has continuously urged the need to improve the project scope review committee system based on difficulties at public software project sites. It has actively participated in the process of preparing and passing the bill through holding National Assembly forums, gathering member companies' opinions, and making proposals to the government and the National Assembly.

Shin Jang-ho (신장호), chairman of the Korea IT Service Industry Association, said, "This legal revision is significant in that it has established an institutional foundation that enables more reasonable and realistic contract adjustments for changes in scope that frequently occur during the execution of public software projects." He added, "We will continue to cooperate with the National Assembly and the government so that appropriate compensation and a reasonable culture for scope changes can take root in public software projects."

The association plans to present its views so that industry opinions can be fully reflected in the process of preparing subordinate regulations.
