Japan FSA seeks record budget boost to step up crypto, AI oversight
Japan\'s Financial Services Agency is pushing to set its fiscal 2027 budget at about 40 billion yen, the largest on record, with a focus on strengthening supervision of crypto operators and sharply expanding AI-based market surveillance and cyber security response capabilities. The plan also includes preparation for quantum computing risks by supporting a shift to post-quantum cryptography. The budget request is not final and will be decided after review by the Ministry of Finance.

The government plans to upgrade its own AI model in the second half of this year and challenge what it called world-leading open models. It also plans to challenge a top-tier frontier model next year by putting in more GPUs and data. A public AI service, \"Everyone\'s AI,\" will begin a beta service in September and provide a full service in December. Security-focused AI development is also planned.

Lower-cost AI models are increasingly influencing corporate spending on high-end offerings from Anthropic and OpenAI, a Financial Times report said, citing Ramp’s analysis of spending data from 70,000 companies. Anthropic’s top-tier Fable 5 accounted for about 11 percent of spending on Anthropic tools more than two months after launch. Analysts cited price and sufficient performance of older models. The shift may affect frontier AI developers investing billions of dollars in larger models.
