Three factors behind bitcoin rebound as regulation, liquidity and policy expectations align

XRP whales accumulate 642 million near $1 on hopes for U.S. SEC easing

Large XRP holders accumulated more than 642 million XRP near the psychological support level of $1 as the U.S. Securities and Exchange Commission proposed measures to ease token fundraising rules. XRP traded around $1.0052 as broader crypto markets stabilised after last week’s drop. Big wallets increased holdings through additional purchases in early and mid-August, while large-value XRPL transactions surged. Ripple also raised funds via a private bond sale and reported diverging RLUSD burn trends across chains.

U.S. SEC to revise crypto fundraising rules, proposes registration exemptions and safe harbor

The U.S. Securities and Exchange Commission has proposed a new set of rules for crypto-related fundraising called Regulation Cryptoasset. The proposal would create exemptions from registration under the Securities Act of 1933 for certain investment contracts and includes a safe-harbor provision to prevent some crypto assets from being classified as securities. It sets two fundraising exemptions, adds disclosure and reporting requirements, and would make federal rules take precedence over state laws for issuance and some secondary trades.
