Bitcoin rose above $69,000 for the first time since July.
U.Today reported on Aug. 19 that a mix of U.S. regulatory moves, signals of expanding liquidity and policy discussions in Washington helped restore inflows into spot bitcoin exchange-traded funds (ETFs). Technical indicators also showed signs of a trend reversal.
In this connection, Bitwise Chief Investment Officer Matt Hougan (맷 호건) cited three factors as catalysts that lifted bitcoin prices over the past 24 hours.
First is the U.S. Securities and Exchange Commission's proposal for "Regulation Crypto Assets." It includes a safe-harbor framework that would simplify fundraising rules for crypto firms and could exclude some assets from the category of investment contracts. Hougan assessed that by releasing the proposal, the SEC opened a legal avenue for raising capital in the United States.
Second is the U.S. Treasury's plan to expand purchases of long-term government bonds. The Treasury announced it would double the size of its long-term bond buybacks. Markets are taking it as an indirect form of yield curve control and a signal of expanding liquidity. Hougan also pointed to the Treasury "moving to yield curve control." The original report said such steps are being taken as a long-term driver for scarce digital assets.
Third is a closed-door meeting held at the White House. The Trump administration met executives from major crypto companies, including Coinbase and Ripple, to discuss tokenised assets and ways to advance the Clarity bill. President Donald Trump said, "The crypto headwinds are over," and the administration's direct move to advance regulation is cited as a main factor behind the rebound.
Institutional money appeared to respond first. Daily net inflows into spot bitcoin ETFs turned positive again, reaching $189.3 million, with BlackRock's IBIT accounting for the largest share at $223.1 million. Total net assets of spot bitcoin ETFs rose to $79.3 billion, about 12 percent of bitcoin's market capitalisation.
The technical trend also improved. On the daily chart, bitcoin broke above a global downtrend line that had been in place since October last year. It also settled above the 23-day and 50-day moving averages, and the original report said a structure has formed in which a heavy-volume zone below the current price serves as support.
Bitcoin has gained about 9 percent over the past 7 days and traded above $69,000. With policy factors from Washington, ETF inflows and a technical breakout aligning at the same time, market attention is focused on whether the move marks a trend shift beyond a short-term rebound.
