South Korea to press ahead with facial authentication for mobile phone activation, distributors still burdened
South Korea is set to introduce facial authentication for mobile phone activations in July, a month away, but market unease remains. MSIT, KISDI publish casebook on telecom service system improvements
South Korea\'s Ministry of Science and ICT and the Korea Information Society Development Institute published a casebook summarising eight years of telecom service system improvements, released at the first 2026 advisory committee meeting held on April 22. The advisory panel reviews consumer inconvenience and dispute cases and seeks improvement measures. The casebook covers 56 cases from 2018 to 2025, including limits on short-term multi-line sign-ups, fee waiver of cancellation penalties in disaster areas, and improvements to dark patterns in add-on service subscriptions.

Mobile phone activation facial authentication rollout delayed, alternative options under review
South Korea has delayed the full rollout of a policy requiring facial authentication when activating mobile phones, reflecting concerns over personal data leaks and other issues. The Ministry of Science and ICT said on March 20 it will extend the pilot period for verifying identity using facial recognition to June 30. The procedure was introduced in December as part of anti-voice phishing measures, but drew recommendations from the National Human Rights Commission and requests for alternatives.
