[Digital Today reporter Seulgi Son] Lee Hae-min (이해민), a lawmaker from the Rebuilding Korea Party, proposed a bill to respond to job shocks from AI adoption by imposing a levy on companies that significantly affect job or task replacement.

Lee's office said on Thursday that she submitted three bills as the lead sponsor, including a legislative proposal titled the Basic Society Bill for Responding to the AI Transition (AI Basic Society Bill) and amendments to the National Finance Act and the Framework Act on the Management of Charges to provide a legal basis for related funds and levies. Lee Joo-hee (이주희), a lawmaker from the Democratic Party, joined as a co-lead sponsor.

The bill calls for the government to establish a national strategy and a basic plan on a five-year cycle to respond to AI-based industrial transition, and to 추진 it in linkage with industry, employment, welfare and education policies.

It would grant people the right to receive vocational retraining and skills development, support for job transitions and re-employment, and minimum livelihood保障. Regions heavily affected by the AI transition could be designated as "transition regions" so tailored support policies can be pursued.

It would require companies to draw up worker retraining and job-transition plans. If employment changes of a 규모 set by presidential decree occur, companies would have to 마련 advance notice and consultation procedures. It also provides a basis for tax support for companies that faithfully implement the related measures.

In particular, it would allow the government to impose and collect an "AI transition response levy" on businesses whose introduction of AI and automation technologies significantly affects worker employment or task replacement. The levy would be used as funding for a "basic society support fund for responding to AI-based industrial transition".

It would allow the levy to be reduced or exempted for companies that maintain employment or create new jobs during the AI transition, and for companies recognized as having limited ability to bear the levy burden.

Lee said, "The Basic Society Bill for Responding to the AI Transition is a law that makes the AI transition sustainable." She added, "Protecting jobs and supporting people's purchasing power is the foundation for companies that raise productivity through AI to sustain their performance."

She also said, "In the AI transition period, we need transitional制度 that allows the state to respond proactively to predicted social problems." She added, "During parliamentary deliberations, I will 충분히 gather opinions from industry and labor and push forward, in a balanced way, companies' AI transition and the maintenance of people's employment and income."
