The U.S. Senate has delayed a vote on the CLARITY bill, legislation on digital asset market structure, until September, heightening disappointment in the cryptocurrency industry.

Cointelegraph reported on Aug. 10 that the Senate failed to pass the bill before entering a month-long recess, and the vote is expected after it reconvenes in mid-September.

Senate Daily Press reported that Senate Majority Leader John Thune submitted a motion on Aug. 9 to bring the CLARITY bill to the floor for consideration. The Senate is therefore expected to move to a vote after it reconvenes in mid-September. The step requires the support of 60 senators to pass.

With the vote pushed to September, prospects for the bill's passage have become more uncertain. The Senate's return comes 50 days before the 2026 U.S. midterm elections, and the industry believes the chances of passing the CLARITY bill could fall. The bill has made no progress in the Senate for more than a year after passing the House of Representatives.

Senator Cynthia Lummis expressed frustration that the Senate has not scheduled a CLARITY vote and said she will continue to push for passage. Coinbase Chief Executive Brian Armstrong and Chief Policy Officer Faryar Shirzad also said the Senate response was disappointing and that the bill should be finalized in September. BitMine Chairman Tom Lee said financial markets are more focused on the recent slowdown in inflation and employment indicators.
