Cardano founder Charles Hoskinson (찰스 호스킨슨) criticised U.S. Senator Elizabeth Warren (엘리자베스 워런), saying she is trying to ban all cryptocurrencies and blockchain technology.

On Aug. 7, blockchain outlet The Crypto Basic reported that the remarks came as the U.S. Congress has failed to narrow differences over digital-asset oversight and the Clarity bill.

At the centre of the dispute is Warren's criticism of the Clarity bill. In a recent interview, she said she supports regulating the cryptocurrency industry but argued the current bill tilts toward industry interests rather than consumer protection.

She said the bill does not adequately address corruption issues, consumer protection, national security risks and broad economic concerns. She also said the crypto industry is trying to influence lawmakers and that the bill lacks sufficient safeguards.

Warren listed individual investors, retirement-asset holders and national security as regulatory priorities. She said protecting them should come before industry-friendly policies. The debate over the Clarity bill is spreading into a clash over how the United States should supervise the digital-asset industry.

Hoskinson countered that Warren's opposition goes beyond the bill's detailed provisions. He said her regulatory approach would damage the industry rather than strengthen it. "She wants to ban all cryptocurrencies and blockchain technology," he said, adding that the standoff leaves no room for compromise between industry supporters and hardline regulators.

Hoskinson also said the dispute over crypto policy is increasingly becoming a generational issue. He said younger policymakers may be more receptive to blockchain innovation than long-serving politicians.

The legislative timetable has also been pushed back. The U.S. Senate delayed consideration of the bill until after the summer recess, and Senate Majority Leader John Thune confirmed there would be no vote before September. That has pushed back the timeline for a flagship regulatory bill watched by the cryptocurrency industry.

Market expectations have also fallen. Prediction platform Polymarket puts the chance of the Clarity bill being signed before the end of 2026 at 15 percent. With delays continuing, expectations of regulatory clarity in the short term have weakened.

Even so, Hoskinson maintained an optimistic long-term outlook. In a 'Midnight Discord AMA', he said as much as $10 trillion could flow into the cryptocurrency market regardless of whether the Clarity bill passes. He also said that if the bill passes, the United States could strengthen its global leadership in the digital-asset industry, and institutional adoption and blockchain innovation could accelerate.

In this situation, the Clarity bill debate has remained a factor that could mean legislative delays and a pullback in market expectations in the short term, and determine the direction of U.S. digital-asset regulation in the long term. As Warren maintains opposition centred on consumer protection and national security, the industry is calling for a regulatory framework that can speed its move into the mainstream.
