Krafton’s creative studio Neon Giant took part in Unreal Fest 2026 and unveiled an example of how it built the open-world city for its new title NO LAW using Unreal Engine 5.

Krafton said on June 19 that Neon Giant creative director Tor Frick (토르 프릭) introduced how the studio created Port Desire, a cyber noir port city that serves as the game’s main setting, in a session held in the United States on June 17 (local time). The studio, made up of more than 20 developers, built the world around a core development principle it called “Density Over Scale.”

The city was built using the studio’s in-house tools and various Unreal Engine 5 technologies. It used Nanite to add hand-crafted detail to a city that flows seamlessly without loading screens. It also combined Lumen and Megalight to build a real-time lighting and weather system with hundreds of active light sources.

The lighting environment goes beyond simple staging and directly affects enemy artificial intelligence and player gameplay. If a player shoots out streetlights to plunge an area into darkness, enemies respond differently depending on changes in light and shadow and sound.

The studio also designed environmental particles and destruction effects to respond immediately to player actions. It added Mass Framework and MetaHuman technology to fill the streets with more than 3,000 distinct citizens.

Frick said, “Thanks to the latest technologies in Unreal Engine 5, we were able to go beyond limitations that had blocked development and complete, without compromise, the world we had wanted to make for years.” He added, “We are eagerly awaiting the day players can experience Port Desire for themselves.”

NO LAW is an immersive open-world first-person shooter game in which players become a former soldier, Grey Hacker, and can play through the city in various ways, including stealthy infiltration and direct assault. It is currently being developed under Krafton publishing for PC, PlayStation 5 and Xbox Series X|S. Neon Giant previously released a video showing the city’s development process on its official YouTube channel on June 8.
