Russia crypto users near 20 million, holdings above $44 billion
Russia has nearly 20 million cryptocurrency users and their digital asset holdings exceed $44 billion, an estimate showed. The finance ministry expects the market to expand after the start of incorporation into the formal system and forecasts 10 million new users could be added in 2027 alone. Officials outlined new rules legalising crypto transactions, licensing exchanges and requiring use of approved service providers and depositories, while warning limits remain on monitoring users and assets.

Russia may have an institutional framework in place by the end of 2026 to operate its cryptocurrency industry legally. A deputy governor of the central bank said detailed rules needed to run the industry could be completed by year end. President Vladimir Putin signed a law in August to formalise regulation of digital currency and digital rights, while bitcoin payments inside Russia remain banned. The central bank has approved retail bitcoin trading on domestic exchanges with caps for non-qualified investors. Sberbank plans bitcoin, wallet and custody services in December.

Russia allows cryptocurrency investment but bans payments in first step into mainstream
Russia\'s lower house has passed a bill to legalise cryptocurrency investment and trading while banning its use to pay for goods and services domestically. Trading would be allowed only through licensed, registered exchanges, with custodians, brokers and asset managers assigned formal roles and exchanges subject to capital requirements. Retail investors would face suitability tests and limits. The measure takes effect in stages from Sept. 1, 2026, but still needs approval by the upper house and President Vladimir Putin.
