Tighten oversight of bulk text messaging providers; briefing session to be held
A briefing session will be held to help businesses understand a system under which the government will pre-certify capabilities to prevent illegal spam ahead of its launch. The Ministry of Science and ICT and the Korea Communications Commission said they will hold an April 28 event in Seoul with the Korea Internet & Security Agency. Officials will explain how to apply for certification, screening procedures, tighter registration requirements and plans for annual checks.

It approved reauthorisation for 150 broadcast stations, setting licence terms based on review scores, and decided that 17 stations including TBS will undergo hearings before a final decision. It also handled drafts tied to amended broadcasting laws, follow-up rules after the repeal of the handset distribution law, and subordinate rules for a transmission qualification certification system due to take effect in September.

Kim Jong-cheol vows to lead major shift in media ecosystem
Kim Jong-cheol, chairman of the Korea Broadcasting Media and Communications Commission, says he will lead a major transformation of the media ecosystem as a “guardian of the Constitution” and a builder of a fair media order. In a New Year address, he sets out three key policy pillars: establishing systems to prevent the spread of false and manipulated information and tackling illegal spam; promoting industrial innovation through balanced regulation and support; and strengthening public sovereignty in media, including legal reforms for public broadcasters and expanded dispute mediation.
