Money flows into \'digital dollar\' stablecoins, shaking banks and national monetary systems

Stablecoins are spreading as a near real-time, 24-hour tool for moving money, raising concerns they could accelerate outflows from bank deposits and national currencies during financial stress or sharp currency declines. The European Central Bank has flagged potential liquidity mismatches between round-the-clock redemptions and reserve assets that move on traditional settlement schedules. The BIS also found stablecoin flows tend to rise alongside foreign-currency deposits in crisis situations.

U.S. Senate introduces crypto tax bill, proposes tax exemption for stablecoin payments

U.S. Republican Senator Steve Daines introduced a crypto tax overhaul bill on Sept. 30 that would exempt taxes on stablecoin payments and small network fees. The proposal seeks to reduce tax burdens for everyday crypto use while extending anti-avoidance rules used for stocks to cryptocurrencies. It would exclude certain U.S. dollar stablecoin purchases from capital gains and reporting requirements and set limits for network-fee transactions, with exclusions for traders, dealers and others.

BDACS CSO Kim Tak-jong says won stablecoin should target payment areas previously hard to reach

Digital asset infrastructure company BDACS held a Korea Blockchain Week 2026 side event with Circle, Kyobo Life Insurance and SBI Holdings. Participants from financial institutions and the digital asset industry discussed directions for developing stablecoin-based financial infrastructure. BDACS presented use cases for a won stablecoin and demonstrated an onchain exchange of KRW1 and USDC in a testnet environment using Circle’s StableFX program.
