South Korea, three telecom carriers review illegal spam response, tighten blocking ahead of Chuseok
South Korea\'s government and telecom operators reviewed their response to illegal spam and agreed to strengthen blocking ahead of the September Chuseok holiday. The Korea Communications Commission and the Ministry of Science and ICT held the sixth plenary meeting of a public-private consultative body in Seoul on Aug. 14 to discuss progress on a comprehensive anti-spam plan and future measures. Officials urged operators to expand reporting disclosures, share spoofed numbers and improve AI-based filtering.

Scraping block row flares ahead of personal data transfer demand right rollout
A personal data transfer demand system, legislated in advance and delayed for more than six months, has become contentious as its grace period ends. Concerns spread that transfers via scraping would be blocked, prompting debate led by fintech firms after the Supreme Court announced it would block unauthorised scraping of its servers from Aug. 20. The Personal Information Protection Commission says the system does not ban scraping outright but requires prior consultation and aims to move to API-based transfers.

South Korea\'s financial authorities discussed a plan to implement limits on scraping in phases after preparing alternatives such as public MyData, aiming to reduce inconvenience for financial consumers caused by blocking by administrative bodies and the Supreme Court. The Financial Services Commission held a financial sector inspection meeting on scraping restrictions and reviewed expected impacts and response measures. Participants backed the purpose of blocking while calling for sufficient alternatives and a preparation period, and also reviewed security and internal controls used in current scraping processes.
