National AI Strategy Committee discusses government-wide AI legislative framework centred on AI Basic Law

South Korea\'s National AI Strategy Committee will set a government-wide legislative direction centred on the AI Basic Law to meet rising demand for AI-related legislation after the law takes effect. It discussed a draft AI legislative framework at its fifth Chief AI Officer meeting in Seoul on Oct. 2. The framework sets four basic directions, including closing defence and security legislative gaps and improving predictability for businesses. Officials also reviewed preparations for the \'AI for Everyone\' service due for formal nationwide launch in December.

MNO subsidiaries take nearly half of budget carrier users; experts say fair competition rules must be redrawn

South Korea needs to curb subscriber concentration at MVNO subsidiaries of mobile network operators while strengthening the self-sufficiency of independent MVNOs for the government’s “MVNO 2.0” policy to succeed, participants at a policy seminar said. They cited data showing five MNO subsidiaries account for 47.5 percent of subscribers among 59 MVNO operators. Speakers called for legal and institutional measures, greater transparency and wholesale reforms, and urged a policy shift toward sustainable competition and qualitative growth.

South Korea weighs undercover operations against illegal private lending, rewards tip-offs on online ads

South Korea plans to require pre-screening for all online loan advertisements and introduce rewards for reporting illegal private-lending ads, including those linked to illegal lenders. The government will also consider allowing undercover investigations into illegal private-lending crimes and a reporting encouragement period with special voluntary confession conditions. It also plans to check platform measures to remove and block illegal ads, and speed up victim support by deploying police staff to the Credit Recovery Committee.
