The channel through which gains from the semiconductor boom pass through wages and into consumption appears to be starting to work. The Bank of Korea said consumption in major production areas outpaced other regions after semiconductor firms paid performance bonuses. It said strengthening the domestic industrial ecosystem, easing income concentration in asset markets and supporting vulnerable sectors should underpin efforts to spread the boost across the broader economy.

The Bank of Korea said on Sunday that consumption in semiconductor-exposed regions such as Icheon, Hwaseong and Cheongju was up to 4 percent higher than in non-exposed regions after Samsung Electronics and SK Hynix paid bonuses. The cumulative increase in consumption from last year through the end of this year was about 1.7 trillion won. The GDP-boosting effect was estimated at 0.03 percent on a 2026 basis.

According to a Bank of Korea report released on Sunday titled "BOK Issue Note-What will happen to consumption in regions benefiting from semiconductors?", gross domestic income has been rising at a double-digit pace this year as improvements in the terms of trade follow a sharp jump in semiconductor export prices. Domestic semiconductor firms are expanding wages and investment on the back of higher operating profit. The report analysed whether the rise in income is flowing into actual consumption using regional credit card spending data.

After the bonus payouts, monthly consumption in semiconductor-exposed areas rose mainly in high-priced discretionary items such as automobiles, home appliances and furniture, and department stores. Consumption growth in the 3 most exposed areas, including Icheon, Hwaseong and Cheongju's Heungdeok district, widened to 1.6 percent after last year's payouts before easing somewhat in the second half. It strengthened again from early this year as bonus sizes rose sharply, reaching 3.7 percent in June.

The consumption spillover rate, measured as the increase in spending relative to after-tax bonuses, was estimated at 27 percent in 2025 and 21 percent in 2026. The Bank of Korea forecast that the cashable size of bonuses at Samsung Electronics and SK Hynix would reach 21.9 trillion won in 2027, about 5 times the 4.4 trillion won in 2026. It projected the resulting GDP-boosting effect would expand to 0.08 to 0.12 percent, lifting the 2027 growth rate by 0.06 to 0.09 percentage points.

Icheon residents buy homes in the greater Seoul area, Cheongju heads straight to spending

The spillover from bonus payouts differed by region. Icheon and Cheongju's Heungdeok district both host SK Hynix sites and were affected by the same bonus payouts, but consumption gains were more pronounced in Cheongju's Heungdeok district than in Icheon.

The Bank of Korea pointed to the possibility that additional income for Icheon residents was used to buy homes. In Icheon, consumption of housing-related items such as furniture and home appliances, kitchen goods and real estate brokerage services rose by the largest margin among semiconductor-benefit areas. Registration data show purchases of homes in the greater Seoul area by Icheon residents rose sharply after the payouts, and in Hwaseong's Dongtan the monthly average number of purchases increased to about 2 times the previous year. These areas were seen as having stronger buying incentives because living conditions are favourable and access to the Icheon site is good, along with recent expectations of rising home prices in the greater Seoul area.

Cheongju residents, by contrast, had a higher share of home purchases within the city at 80.5 percent than Icheon at 49.9 percent, and showed little change in buying patterns even after the payouts. The Bank of Korea analysed that spillover effects grow as more of the income increase flows into consumption rather than asset markets. It cited Cheongju's relatively solid consumption response as an example supporting that view.

The composition of spending also appeared to have limitations. So far, increased consumption in semiconductor-benefit areas has been concentrated in high-priced discretionary spending such as automobiles, online and department stores. The rise in online spending was analysed as being tied in large part to purchases of Tesla vehicles, and the increase in the monthly average delivery growth rate of Tesla vehicles in semiconductor-benefit areas far exceeded the national average. Because automobiles, online purchases and high-priced discretionary spending induce large imports and leave a relatively small share as domestic labour income, the virtuous cycle of "consumption→income→consumption" was assessed as still limited.

Whether employment expands was also cited as a factor affecting the size of spillovers. The Bank of Korea said that in past boom periods for key industries such as shipbuilding, steel, automobiles and chemicals, consumption spillovers were larger in regions where increases in total wages came through job growth rather than higher wages per worker.

With semiconductor bonuses reaching 21 trillion won, consumption spillovers are still only partial

The semiconductor industry also saw wage gains for existing workers lead increases in total wages in the early part of the mid-2010s boom, but later job creation contributions expanded alongside large-scale capacity additions. Employment in the semiconductor sector in the second half of this year is projected to rise 5.1 percent from a year earlier, and the Bank of Korea said consumption spillovers are expected to gradually grow if job growth follows wage increases.

The Bank of Korea said policy support is needed for the benefits of the semiconductor boom to spread across the broader economy. It said industrial linkages should be strengthened by bolstering the domestic industrial ecosystem spanning materials, components and equipment so that gains in the semiconductor sector translate into higher employment and production in other industries.

It added that conditions should be created so that higher income can circulate smoothly into consumption and the real economy rather than flowing excessively into real estate. It also stressed that support for vulnerable sectors such as small and medium-sized firms and low-income groups should be pursued in parallel so that consumption can spread to areas such as services with high value-added and job-creation effects.
