A new lineup has been formed to lead the Lee Jae Myung government’s AI three-power strategy.

On Aug. 30, the government appointed lawmaker Lee Hae-min (이해민) of the Rebuilding Korea Party as senior secretary for AI future planning, a post that had been vacant for about four months. It also named Ha Jung-woo (하정우), a former senior AI secretary, as vice chairman of the National AI Strategy Committee. The government’s second phase of AI policy will be led by figures with on-the-ground experience in the IT industry.

Deputy Prime Minister and science minister Bae Kyung-hoon (배경훈), who comes from the IT industry, will be joined by Lee, who worked as a product manager at Google Korea and Google’s U.S. headquarters for more than 15 years. Ha, who is from Naver, will also join. The three will be deployed as a troika steering national AI strategy and policy.

Given that all three are from the industrial field, the government’s AI policy is expected to place greater emphasis on execution and tangible results.

Bae will lead national-level projects such as a homegrown foundation model, GPU infrastructure and a national computing center. Ha will lead implementation strategies to turn the AI three-power vision into reality and coordinate among ministries.

Lee worked as a researcher at the Korea Education and Research Information Service, or KERIS, before joining Google Korea in 2007.

She worked as a product manager at Google Korea and Google’s U.S. headquarters for more than 15 years. She served as a senior product manager at Google’s headquarters. From 2022 to 2024, she was chief product officer at data company OpenSurvey.

In light of her career, Lee is expected to play a larger role in expanding the AI ecosystem. During her time as a lawmaker, she also emphasized developing AI services aimed at global markets.

Ha, the new vice chairman, previously headed the AI Innovation Center at Naver Cloud. While serving as the Lee Jae Myung government’s first senior AI secretary, he actively took part in the AI three-power strategy, a homegrown foundation model, an AI data center and the K-Moonshot project.

As the de facto commander of the AI strategy committee, he is expected to play an active role so that the Republic of Korea AI Action Plan announced by the committee can translate into results. He will also lead work on the government’s plan to promote an AI basic society for everyone.

The action plan is a pan-government implementation strategy. Under the vision of an “AI three-power leap,” it is centered on three main policy pillars: building an AI innovation ecosystem; a nationwide AI-based transformation; and contributing to a global AI basic society. It includes 99 implementation tasks and 326 policy recommendations.
