South Korea's Broadcast Media and Telecommunications Commission refined regulations related to the entity responsible for collecting and assessing levies for the Broadcasting and Communications Development Fund from paid television operators.
The commission held its 21st meeting on Tuesday and approved a partial amendment to the "Details on the Collection and Assessment of Levies for the Broadcasting and Communications Development Fund."
With the collection and assessment work for paid TV fund levies transferred from the Ministry of Science and ICT to the commission, it changed the responsible body in the relevant tasks to the commission. It also newly established a regulatory review clause that had not existed before, in line with guidance from the Office for Government Policy Coordination.
It also revised the "Matters on the Collection and Assessment of Levies for the Broadcasting and Communications Development Fund" by separating, from a previously single provision, the regulatory review provision under the Framework Act on Administrative Regulations and the review deadline provision under the regulation on the issuance and management of administrative rules and precedents, and changed related wording to match a proposal by the Office for Government Policy Coordination.
The commission also partially revised the rules on operating and managing the Broadcasting and Communications Development Fund. In line with revisions to the Government Organization Act, it changed an agency name stated in the rules from the Ministry of Economy and Finance to the Economic Planning Board. It moved the review clause on administrative rules and precedents, previously included in the addenda, into the main text to refine the article structure.
It also revised and approved an agenda item on administrative measures against businesses that violated location information protection laws. Among businesses fined in a previous meeting, it changed the targets of fines for 4 businesses that were dissolved through corporate mergers to their respective surviving corporations.
It also deliberated on whether to accept 11 applications for change registrations and change reports by programme providers. The commission plans follow-up administrative steps such as notifying applicants of the results and issuing renewed registration certificates.
