Koscom said on Tuesday it has been designated by the Personal Information Protection Commission as the operator of a “one-stop support center for pseudonymised data” and will support public institutions in pseudonymising personal information.
Koscom plans to carry out pseudonymisation through specialist data staff and to check the appropriateness of the results through an independent verification system by separate experts, reducing public institutions’ legal and operational burdens.
The government is set to implement regulations on the provision and management system for pseudonymised data by public institutions in September. Under the rules, each public institution must establish internal procedures and accountability systems for providing pseudonymised data, including designating an officer responsible for pseudonymised data. Koscom plans to support public institutions in responding stably to the institutional changes by linking with related specialist support systems, including a support center for the use of pseudonymised data and a personal information innovation zone.
Kim Do-yeon (김도연), head of Koscom’s Data Business Division, said Koscom will serve as a bridge organically connecting demand and supply for pseudonymised data and will contribute to building an ecosystem for its use beyond providing simple pseudonymisation support. He said pseudonymised data is a key to practical use of AI and solving social problems, and Koscom will work to support provision of pseudonymised data that has both usefulness and security.
