Encore, an artificial intelligence and data specialist and an SK Networks unit, said on Thursday it will work with AI services company Bespin Global to expand the public-sector AI market.

Encore and Bespin Global will jointly develop a solution collaboration model linking the two companies’ AI-related products. They will also jointly propose projects to advance AI agents for public agencies. The companies will cooperate on joint sales and marketing based on the collaboration model and provide mutual support.

Encore will provide its self-developed AI-ready data platform and ontology engineering capabilities. Bespin Global will support agent platforms and links to cloud and hardware infrastructure. They plan to provide services that enable the use of agents based on high-quality data.

Encore CEO Ju-min Kim (김주민) stressed that AI adoption and work automation using agents are accelerating not only in companies but also in public agencies. He said the central government as well as local governments and public agencies are adopting AI for various public services and continuing efforts to provide more accurate and convenient services. To improve the quality of services at public agencies, he said, high-quality AI-ready data must be the foundation.

He added that the agreement will link Encore’s AI-ready data platform and ontology capabilities with Bespin Global’s agent-building capabilities to provide services that can strengthen public agencies’ work and services.

Bespin Global CEO Yang-ho Heo (허양호) said AI adoption in the public sector is rapidly evolving beyond simple search and consultation into an advanced stage of AI agents that autonomously carry out actual tasks. He said the agreement will link HelpNow’s agentic AI platform’s agent-building and operation capabilities on top of Encore’s ontology-based data structuring capabilities, presenting a standard for public AI services in which agents deliver actual work performance based on high-quality data.
