Ripple has secured final approval for a national trust bank that will handle reserve management and digital asset custody for its stablecoin RLUSD. RLUSD's issuance framework will be reorganised to keep New York regulation while assigning reserve management and asset custody functions to a separate trust bank.
The Defiant, a blockchain media outlet, reported on Oct. 26 that Ripple received final approval from the U.S. Office of the Comptroller of the Currency for a national trust bank responsible for RLUSD reserve management and digital asset custody.
The key to the approval is separating RLUSD issuance from reserve management and custody functions. RLUSD will continue to be issued through an issuer subject to New York regulation. The newly approved national trust bank will manage reserves and provide digital asset custody based on trust responsibilities.
In other words, an operating framework has been put in place that distinguishes the token issuer from the institution responsible for holding reserves and safeguarding assets. The issuer will maintain the existing New York regulatory framework, while the trust bank will handle reserve management and custody.
The move is significant in that it reorganises RLUSD's operating foundation within the regulated financial system. It separates roles and responsibilities by having a separate trust bank handle reserve management and digital asset custody.
In the stablecoin market, reserve management and asset safeguarding systems are key factors supporting trust and participation by the regulated financial sector. As institutional investors and financial companies expand their use of digital assets, how reserve management and custody are operated becomes important as well as issuance.
With this approval, RLUSD has also adopted a structure that distinguishes its issuance regulatory framework from its reserve and custody functions. This can be seen as a move to put in place the operating foundation needed for digital asset services for institutions, beyond simply expanding token issuance.
Still, the announcement did not disclose additional figures on specific reserve management methods, the implementation schedule, or the impact on the market. Key points to watch include how the national trust bank will actually carry out RLUSD reserve management and custody, and how this system connects to the expansion of Ripple's institutional digital asset business.
