A fact-finding probe is under way into telecom service provider SK Telink for allegedly concluding international calling contracts without user consent.

The Broadcasting Media Communications Commission said on Tuesday it has launched a fact-finding probe into SK Telink over actions including concluding contracts in the sign-up process for some international calling services without clearly confirming users' intentions.

The commission earlier conducted an on-site review following complaints that users were signed up without clear consent in connection with SK Telink's international calling service plans All Pass and All Together.

During that process, it found possible violations of prohibited acts under the Telecommunications Business Act for concluding service agreements without confirming users' intent to subscribe. The commission plans to determine whether the conduct was illegal through the fact-finding probe.

SK Telink is currently proceeding on its own with contract cancellations and full refunds of paid fees for subscribers who have no usage history after signing up for the plans.

The commission said it will continue to supervise and oversee conduct that harms user rights as telecom companies pursue performance-focused sales activities, and it will respond under a zero-tolerance principle if violations are found.
