OpenAI, Google provided advanced AI models to Chinese firms on U.S. watchlist via overseas units

OpenAI and Google provided AI services to overseas subsidiaries of Chinese companies on a U.S. Defense Department watchlist, including Singapore entities linked to Alibaba, Baidu and Tencent Holdings. The issue highlights a gap in U.S. China-focused AI controls that target chip exports but leave online access to completed AI models less restricted. OpenAI said it suspended Alibaba-linked API users over suspected rule violations involving distillation and notified U.S. authorities.
