Government publishes fair use guide for generative AI training on copyrighted works
The government published a guide laying out standards related to generative AI training on copyrighted works and will pursue institutional improvements aimed at coexistence between the AI and cultural industries. The Ministry of Science and ICT and the Ministry of Culture, Sports and Tourism said the guide explains four factors for judging fair use under copyright law. It also outlines strengthened policy support for handling copyright issues arising in the use of AI training data.

South Korea issues fair use guide for copyrighted works used to train generative AI
South Korea has published a guide outlining how to assess fair use under copyright law when copyrighted works are used to train generative AI, and said it will pursue institutional improvements to support coexistence between the AI and cultural industries. The guide explains four assessment factors and says commercial use or web-crawling methods are not automatically excluded. The government also plans to strengthen rights-information infrastructure, link data systems and expand licensing options for public works.

Baek Kyung-hoon and climate ministry hold energy policy meeting
Deputy Prime Minister Baek Kyung-hoon, who also serves as science and ICT minister, and Climate, Energy and Environment Minister Kim Sung-hwan held an “energy policy warm talk” meeting in Seoul on Jan. 15. The two ministries discussed policy tasks in future energy, including electricity supply for AI data centres, small modular reactor commercialisation, early realisation of fusion energy and development of carbon-neutral technologies. They agreed to run a quarterly policy consultative body.
