All 12 firms scored at least 650 points out of 1,000 and met minimum requirements in fail categories. The commission revised conditions, including contract disclosure for supplier fees and a ban on unfair pass-through of transmission fee hikes, and set additional requirements for specific operators.

It said the content amounted to overt recruitment akin to a stock tip room and will be closely monitored. The panel also cautioned two home-shopping broadcasts for presenting a general food product like a health functional food.
