South Korea science ministry to review YouTube outage management system

South Korea\'s Ministry of Science and ICT is investigating whether Google violated obligations under its telecommunications disaster management basic plan after a YouTube access disruption on Feb. 18. Industry officials said video playback failed on the YouTube app and website. Google Korea reported a disruption around 10:30 a.m., partial recovery around 11 a.m. and full recovery around 11:40 a.m. Google said recommendation system problems caused videos not to display.

YouTube outage restored during Lunar New Year holiday as recommendation system issue

YouTube’s mobile and web services were restored on Feb. 18 after an outage that disrupted video playback. Industry sources said normal viewing was not possible from about 10 a.m. on the app and website in both mobile and PC environments, with an error message limiting access to content. Google said the issue stemmed from a recommendation system problem affecting several YouTube services. Reports on Downdetector also surged, including more than 350,000 in the United States.
