A CFTC commissioner unveiled a plan to bring retail crypto trades involving margin, leverage or lending under a separate federal regulatory framework and to create a new registration category for exchanges. The proposal also sets listing controls, custody-related requirements and a standard for “actual delivery” within 28 days.
